The primary purpose of this position is to assist the Child Development Director in long-range and day-to-day administration of a comprehensive Child Development Program.

Summary

GS-09: The primary purpose of this position is to assist the Child Development Director in long-range and day-to-day administration of a comprehensive Child Development Program. Assist with supervision of the Child Development Centers, which provide quality appropriate specialized developmental childcare and instruction of children ages 6 weeks to 5 years of age. The function of the program is to sustain the interest of the children and to contribute to their social, emotional, cognitive, and physical development. The assistant director also provides guidance to center staff in implementation of developmentally age appropriate activities.

GS-10 and/or GS-11: The primary purpose of this position is to serve as a first level supervisor and assist the Child Development Center Director in the supervision of the day to day operation of a Child Development Center. Assists with the supervision of the Child Development Center to provide specialized developmental childcare and instruction for children ages 6 weeks to 5 years of age. The position develops, implements, and administers child development programs; provides an overall safe and healthy environment to stimulate and sustain the interest of children; assists with administration; and organizes the educational and developmental programs managerial authorities.

Duties

GS-09:

  • Performs supervisory duties for the Child Development Center.
  • Assists the Child Development Center Director in the daily administration of the center.
  • Performs administrative duties in support of the center programs and assists the Director.
  • Assists with USDA food program.
  • Assists the Director in maintaining a financially viable program and in the preparation of yearly budgets, long-range budgets, construction projects, etc.
  • Ensures the implementation of Individuals with Disabilities Education Act and any other laws and/or directives pertaining to the special needs of children in all Family Member Programs Flight.

GS-10 and/or GS-11:

  • Assists the Child Development Center Director in the daily operations of the Child Development Center.
  • Assists in the administration and evaluation of ongoing programs of individual and group developmental and educational activities for staff implementation and execution.
  • Exercises supervisory personnel management responsibilities.
  • Provides assistance in the management of funds and resources to include developing the annual NAF and APF budgets, which includes submission and prioritization of program component requirements.
  • Assists the director in the administration of the USDA nutrition/food program.

Requirements

Basic Requirement

  • Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled.
  • OR combination of education and experience: Courses equivalent to a major in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or an equivalent field of study, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in a child-related field.

For GS-09 Level

  • At least one year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems, including knowledge of principles, concepts, and methodology of early childhood development; practical knowledge of technical methods, principles, and practices; knowledge of policies and regulations governing child development programs; and knowledge of personnel policies and supervisory procedures.
  • OR 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree.
  • OR combination of education and experience.

For GS-10 and/or GS-11 Level

  • At least one year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems, including professional knowledge of child development theory, methodology, and practices; knowledge of laws and regulations governing childcare; knowledge of financial, budget, and resource management practices; knowledge of USDA food program requirements; skill in educating, counseling, and advising childcare providers and parents; skill in conducting audits, studies, and inspections.
  • OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education.
  • OR combination of education and experience.

Federal Time-in-Grade Requirement

  • One year at the GS-07 level is required for GS-09; one year at the GS-09 level is required for GS-10 and GS-11.

Knowledge, Skills, and Abilities (KSAs)

GS-09: Knowledge of principles and practices of early childhood programs; ability to execute resource management practices and policies; ability to execute programs to include food service, child development, and special programs; communication skills; knowledge of Air Force Child Development regulations and policies, NAEYC standards, and DoDI 6060.2.
GS-10/GS-11: Professional knowledge of child development theory and methodology; knowledge of laws and regulations governing childcare; knowledge of financial, budget, and resource management; skill in educating, counseling, and advising; ability to analyze, plan, and adjust work operations.
