Leads a team installing, modifying, testing, and repairing high-voltage electrical equipment and distribution lines.

Responsibilities

  • Passes on to other workers instructions received from supervisor, and starts work (e.g., by assigning the immediate tasks to be performed by individual members of the group led).
  • Provides leadership, instruction and skill in the installation, modification, testing, repair, and maintenance of transformers, converters, regulators, cables, switches, circuit breakers, mechanical and electronic systems, and other circuit elements found in substations.
  • Provides leadership, instruction and skill in the installation, modification, connection, inspection, and repair of overhead and underground electrical distribution lines.
  • Leads and directs in the troubleshooting of distribution circuits and generating and controlling equipment.
  • Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and maintains various hand and power tools and test equipment such as oscillators, meggers, phase sticks, phase rotation meters, digital test equipment, and cable locating and fault finding equipment.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

Job elements:

  • Knowledge of technical practices to plan, layout, and complete maintenance or repair for high-voltage equipment and lines.
  • Knowledge of high voltage electrical equipment and distribution lines such as transformers, switches, circuit breakers, recording instruments, control systems, series and parallel circuits, line loading, line losses.
  • Knowledge of electrical and electronic theory and instruments used in shop and trade practices.
  • Knowledge of troubleshooting and locating defects and trouble spots.
  • Knowledge of safety regulations, procedures, and practices and ability to operate safely.
  • Skill in using and maintaining electrical tools and test equipment such as oscillators, phase sticks and rotation meters, digital test equipment, fault finding equipment, amp meters, voltmeters, meggers, graphic recorders, dressing tools, wire tongs, wire tong supports, insulated tension links, tie sticks, and insulated hoods/covers and tools.
  • Ability to install, modify, test, repair, troubleshoot, and maintain high voltage electric power-controlling equipment and/or distribution lines without more than normal supervision.
  • Ability to use electrical drawings, blueprints, circuit diagrams, and electronic schematics.

Physical effort: Frequently performs moderately heavy lifting, pulling, climbing poles, and carrying equipment up to 40 pounds; occasionally lifts or pulls heavy cables and equipment over 50 pounds with assistance. Work aloft on poles, at ground level, and in trenches or manholes. Requires bending, stooping, climbing, standing for long periods, and ability to distinguish colors.

Working conditions: Works indoors and outdoors. Exposed to danger from explosions, high voltage electrical shock, burns, broken bones, cuts, bruises, heat, noise, extreme weather, unpleasant odors, wet slippery surfaces, and chemicals such as insulating oil. Uses protective devices such as earplugs, safety hats, and nonconductive gloves and footwear.
