Human Resources Specialist (Recruitment & Placement)
This role involves advising hiring managers on recruitment strategies, conducting job analyses, and processing personnel actions for the U.S. Marine Corps.
Responsibilities
- Advise hiring managers on recruitment strategies, hiring flexibilities, and federal appointment authorities.
- Conduct job analyses, assess applicant qualifications, adjudicate veterans' preference, and issue referral lists.
- Validate selections, determine pay setting, coordinate reporting dates, and extend job offers.
- Process personnel actions (e.g., appointments, promotions, reassignments) using automated HR systems.
- Resolve complex staffing issues, conduct HR training, and prepare official correspondence and reports.
Requirements
Required Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Conducting job analyses.
- Rating and ranking applicants to determine basic qualifications and eligibility.
- Adjudicating veterans' preference.
- Setting pay.
- Processing personnel actions using automated HR systems to support full-lifecycle recruitment and placement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Employment Details
- Tour of duty will be 24 months.
- This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs.
- Relocation incentive may be authorized.
